SMP applet

Hi,

I wrote an applet yesterday that I'd like to give to GNOME.

It is (yet another) CPU load display applet, except this one will
display the load on multiple CPUs.  It also looks cool :)

I still need to autoconf/automakeify it, and also I will write the
documentation.
