gnome-core 1.2.1 missing gnome-panel.h

Hi, I think I find that the latest gnome-core 1.2.1 tarball does not
contain gnome-panel.h. It causes gnome-core to fail to compile. Gnome-core
1.2.0 does have that file, and upgrading to 1.2.1 via the patch from 1.2.0
seems to work.
