Doesn't it make sense to integrate these things with X font server?
I.e. modular font server, which can
- export X rasterized fonts
- export outlines for canvas drawing etc.
- export Type1 fonts to send to PS printer (in ps header)
- export Type1 fonts for ghostscript
- export something for embedding in documents (as MS do)
...
