Its part of the telnet protocol - and not all telnet's or in.telnetd's
will do it anyway - so it cannot be relied upon.  Oh and it only does
a couple of environmental variables, DISPLAY being one of them.  (you
can add extra ones manually, interactively (see environ ? in telnet),
but again the telnetd may not support it).
