You need to include the output of 'gnome-config --cflags gnomeui' on your
compilation command line.
e.g. in your Makefile
CFLAGS=-g -Wall -pipe `gnome-config --cflags gnomeui`
LIBS=`gnome-config --libs gnomeui`
