I read through your proposal.  I like it (except I do think a fully
hierarchical namespace is required).  It is fairly similar to what the
Debian config guys are doing.  I've been following that (with an eye
towards getting it into Gnome) and suggesting various Gnome-related
enhancements (e.g., notification).  It is a bit stuck right now since
the guy who is working on the concrete design hasn't published it yet.

Maybe you could kick-start them a bit.  Would you mind if I forwarded
your note to the config list?  I'll see if I can get them to put you
on the list, too, if you want.
