Why not add it to the help-browser? It already has stuff for
converting man pages to html. A fairly simple extension would allow a
"trouble://" protocol that would keep a track of which troubleshooter
the user was reading and where they had gotten up to in it.	

(although, from reading the source, it could use a bit of a general
clear out, it's WAY complicated! It might also need the odd bug in
GTKXmHTML fixed... *subtle prod* ;)
