New panel question

[Cory Lueninghoener <cluening cse unl edu>]

Is it possible to make the panel stay behind the open windows, but make
drawers appear above them?  I don't see an explicit option for this.  If
it is not currently implemented, would it be trivial to do so?

(perhaps I should go code diving for myself, too...)
