As I know the GdaDataModel just az interface, you can create one of its 
implemantation
with gda_data_model_array_new or gda_data_model_list_new or 
gda_data_model_hash_new
functions.

In very special case you may create new emty data model using 
g_object_new function but I think it
is not recommended.
