[gnome-db] Changelog for the updates to oracle provider

Yesterday, I updated the libgda oracle provider.
Here's the changelog.  I already sent it from my other
email account, then realized that that one isn't subscribed
to the list, so the mail may show up twice.

I'm not having a good day.
