I was thinking about something like that myself when I started to write gASQL.
At the moment it is a program which connects to a Postgres backend, and I'm
working to use gnome-db (because it is VERY powerfull and promising). 
It figures how data is organized within that DB, allows one to make queries,...

If you are looking for a starting point, rather than starting your project from
scratch, and are interrested in gASQL to expand its features, you could work on
it with me and hack the GnomeDbReport widget at the same time. See
