 I would be very suprised if this was the case. The applet will inherit
 its LANG settings from the bonobo-activation-server's context - which
 it inherits when it runs for the first time. Possibly your
 activation-server is not exiting cleanly since some app that is using
 it is similarly not quitting cleanly.

+Just checked 2 environments (in proc): bonobo-activation-server and
+gswitchit-applet. See attachments. LC_ALL is missing at all for
+bonobo-activation-server (which is ok for me). There are LANG and
+LC_NUMERIC (and CHARSET if it related:). For the applet, LANG and
+LC_NUMERIC are ok - and there is some funny LC_ALL as well.
