Summary: New files and catalogs are created with names in UTF8 sequences
In non-unicode locales creating new files and catalogs causes appearance of
UTF8 sequences in filenames. G_BROKEN_FILENAMES variable has no ingluence
on such behaviour.
Seems g_filename_from_uft8/uri() functions should be used before saving.
