 Thanks for notifying - I was going to submit a bugreport on it.

 I think it can be easily solved right now with gtk1.2 - it seems function
mozilla_unicode_to_locale(..) (already present in galeon sources) can be used
to convert tooltip from unicode to locale's charset. (I didn't try whether 
this will work and don't have time to try it in the meantime).
