Well, think about Americans - I doubt they will accept extra dialog
only because silly Europeans invented tens of different charsets ;-)
Eventually, we could add these options to file selector window.

+I think the "select file" dialog is the best place to put these
+options to. Also I think something similar should be added to
+"attach file" dialog (the encoding specified by the user will be
+considered only if the type of file is text/plain or
+application/octet-stream - the options should be "text file in
+locale's encoding", "text file in utf8", "text file in latin1
+encoding", "text file in suer specified charset", "binary file of
+unknown type", "file of user-specified type").
+ But for now, default encoding of the inserted files should be
+locale's one, not latin1.

+PS: it seems we have very different behaviours of Evolution - where
+did you grab your Evo from? The one I'm talking about was installed
+from Ximian gnome (well, it's my friend's one, and he rebuilt it from
+srpm). Do you have a latest version of gtkhtml and latest version of Evo?
+PPS: Zbigniew, you are very welcome to our "cyrillic gnome powerusers
+and developers" mailing list - gnome-cyr gnome org We mostly
+talk in russian though, but some of us can speak english..
