*Please* try to figure out this race condition before the next major
release.
When ORBIIOPIPv4 is active, ORBit will listen to public TCP ports. And
there's a *lot* of code between packet arrival and packet authentication in
ORBit, so not everybody trusts it. And some sites have a security policy
that disallows this configuration.
