Removing empty menus

Currently when a menu is empty it is left in place, so that we end up
with (For example when Edit is empty and clicked)

File  Edit  View
       []

IE a small box with no menu items in it. This looks kinda ugly and might
be confusing because the box is quite small and depending on the screen
resolution may not even be seen.

Would it be possible to remove these empty menu items and put them back
when another component adds an item to it?
