gnome clock - relies on up-to-date zoneinfo

Seems to me there is a weakness in the way gnome clock relies upon the 
user to maintain an up-to-date zoneinfo file, in order to switch to/from 
daylight saving. Example : here in Australia, we have politicians who 
fiddle with daylight saving dates whenever we host a major international 
event. So we getstuck with a zoneinfo file that was accurate when we 
installed Linux, but may be wrong this year (in this case, Sydney due to 
Commonwealth Games). Result - clock is out by 1 hr for a few weeks, user 
goes mad.
Proposed solution - when user turns ntp on and specifies a time server, 
the clock applet should download a suitable zoneinfo file and run zic.
