Template for wiki

I've made a quick and dirty template for adding issues to 
http://live.gnome.org/JhbuildIssues/

When you create a new page, MoinMoin should ask you if you want to
create the page based on the template - you can use the one entitled
"JhbuildIssueTemplate" - hopefully this will make the format consistent,
and prompt people to put the date that the issue was relevant so we can
determine which issues are no longer a problem at some point in the
future and delete them.
