In discussing this some with Dave Camp and then with Andrew, I think
this should be an attachment status[1] and not a keyword. Further, we
were thinking that the patch statuses should go to something like:
* 'accepted - commit now' [current accepted]
* 'accepted - commit after freeze' [current BLOCKED_BY_FREEZE]
Anyone object?
