A library to simplify the writing of Gnome Panel applets

Enhancements

 - New sizing strategy when it comes to tiny applets.
 - Simplified docking mechanism and size request for eventual support for
   other panels. 
 - Wrote simple example panel to show how to incooperate GAI applets into
   any program.


Fixes

 - Many visual bugs are fixed.
 - Some configuration fixes
 - Darwin and Solaris fixes.
