ANNOUNCE: libxklavier 1.14

Another development release of the X keyboard utility library is out.
This release is mostly about bugfixes (including some memory leaks)
and minor internal architectural changes. Two environment variables
are introduced in order to choose the backend at runtime - mostly
useful for debugging purposes.
