Encompass 0.4.5: I'm Not Quite Dead

Encompass, the web browser based solely on GNOME, has had yet another
release (amazingly). It has some bug fixes, it has some bugs just
removed, and it has some more features. If you have Elysium Download
installed, it can download files. And no, Elysium Download isn't a
requirement, just so I'll have you know.
