pkg-config 0.10.0 release

Hi,

pkg-config is a compilation tool needed for many GNOME 2 and other
packages. It is not however GNOME-specific.

This release has win32/Solaris portability fixes, and some bug fixes
that will be useful for people who have the same package installed in
both /usr and some other prefix.
