preliminary helix control center available

hi guys,

    i've been hacking on the control center for helix in order to make
it look a bit more like the version in the ui hitsquad's pages. 

*** this version has known bugs *** 

however, it also includes improvements such as:

* a new UI for the background capplet which matches the hit squad's
  identically 

* keyboard bell and keyboard capplets have been merged 

* slight UI changes to many capplets (screensaver, theme selector, and
  more)

this is only an interrim release, however. the next version should
have the left panel's tree structure replaced, as well as many widget
spacing bugs fixed. any input is much appreciated!
