[ANNOUNCE] Panel-- 0.1

Hi,

I've made the first release of Panel-- for all of us object-oriented
C++-using low-lifes. It is based on (and depends on) GTK-- 1.1.5.
Documentation is in the .gen_h files, volunteers are needed to make use of
the documentation generation mechanism found in GTK--.
