Does it have to be free software?  Babel InfoVox makes a software TTS engine 
available for UNIX environments with several Swedish voices.  Also, the MBROLA 
system includes Swedish voices, and supposedly that can be made to work with 
Festival (see http://www.cstr.ed.ac.uk/projects/festival/mbrola.html).
