The at-spi registry is, by design, per-user/display combination. i.e. there is one at-spi-registryd running per "user session".

This is true of the GNOME desktop generally - although another user may post a window on your X display, provided you have granted authorization, but that application will remain under the control of that user's desktop preferences and settings - not yours.
