gnome-speech on rh9 with gnome-2.4 - compiles without freeTTS but still won't work

If I use jhbuild, and don't pass any other options to configure of
gnome-speech, it builds with festival support. However, when I run srcore,
it simply says "gnopernicus message: speech not initialized" and hangs. I
guess it runs, but since speech isn't initialized, I can't confirm anything.
I use the command:

^ srcore --enable-speech --display=':0' --enable-sound

I've tried other permutations too and get the same error. I've
tried --gtk-debug=3 (or some other positive number) hoping to get more info
about the problem, but nothing...

Anyone got any ideas of what I'm doing wrong?
