I agree with you, one window manager and theme will probably have more
accessibility work put into it, simply because improving all window
managers and themes is most likely an impossible task.

But on the same time I certainly don't agree that we should deliberately
introduce changes in the user interface of GNOME programs that makes
using other window managers or themes harder, and always makes
instant-apply preference windows less accessible and keyboard navigation
harder than it is now. Both accessibility and keyboard navigation in
general are areas where GNOME has lacked in the past, and we should work
to improve that, not making it worse.
