Probably not. What type of cell is it?

This is the way we have implemented it. A cell, implemented by gailcell.c, 
implements the AtkAction interface. However, it is possible that no actions may 
have been defined for the cell, in gailtreeview.c, cf. calls to 
gail_cell_add_action().
