Would you check again? I am assuming you are using CVS HEAD...
I don't see why this should be happenning for you, I re-checked
configure.in and the Makefile.am's in at-spi and libgail-gnome.
(see below).

I just confirmed that this is fixed in CVS (that is, the 1.3 libs are
not
explicitly referenced any longer). I also confirmed that libgail-gnome
doesn't hardcode any 1.3 deps either.
So either you need to re-build configure, or something else is wrong
with
the configure.in file... since I am not an autoconf expert I could very
easily have missed something, but I thought I'd fixed these sorts of
problems...
