API change review process

Today at the GNOME 2.0 Release Team meeting, we discussed the process
for reviewing API changes. Here is what we came up with:
* API *additions* that are clearly necessary and non-controversial
will be reviewed and approved as quickly as possible by either myself
or Michael. Given our respective time zones, we should be able to
cover most of the day.
* Additions that are controversial, as well as any changes to existing
APIs will be discussed publicly on gnome-2-0-list (Cc'd to any other
relevant lists or individuals) until there is enough information to
make a call. The release team will announce when we have enough
information to make the call, and will post our decision within 24
hours of that time.
