I think the reason is not speed (though that clearly is not
irrelevant, considering jade....) as much as not wanting to
require a documentation build environment.
For GTK+-2.0, we are distributing the HTML docs in the tarballs,
but they will be rebuilt at build time if the users have the
required tools.
Traditionally GTK+ has followed the GNU guidelines and hasn't even
depended on awk or perl to build, much less gtk-doc and a working
SGML setup.
