beta2, ggv/ghex, and db2html

FYI.. both ggv and ghex still unconditionally require db2html to
build from the source tarball, eg:

  ===>  Building for ggv-1.0b2
  make  all-recursive
  Making all in help
  Making all in C
  if [ ! -f ggv/index.html ] ; then cd . && db2html ggv.sgml ; fi
  db2html: not found
  *** Error code 127

  Stop in /usr/ports/print/ggv/work/ggv-1.0-beta2/help/C.
  *** Error code 1

removing the 'help' subdirectory from the top-level Makefile[.in]
in both cases allows the build to proceed normally.

I thought this was fixed?
