[gnet-announce] GNet library version fix

The library version of GNet 1.1.7 was set to 1.6.0.  I meant to set it to
0.7.0.  I've changed the RPMs and tarballs on the site to fix this.  Try
updating if having library incompatibility issues.  Sorry for the
inconvience.
