[gnet-announce] Webpage, mailing list move

The GNet webpage has moved to www.gnetlibrary.org.  The mailing lists have
also moved there and are now managed using Mailman.  The impact of this is
the GNet URL is easier to remember and mailing lists are now archived
through Mailman (a frequent request).  The old URL and email addresses
still work too and will for a while.
