No it doesn't.

I looked into it tonight and devhelp requires a special index file in
order to deal with the documentation.  This file is automatically
generated apparently when the newer xml based gtk-doc format is used
but not with the older SGML version.

I am guessing that gnet still uses the older SGML version of gtk-doc.
