As usual :

Since the purpose of glademm is to generate code the code generated is 
not subject to any license (see e.g. bison). By default it inserts all 
files to place the new program under the GPL but the copyright holder is 
free to change this.

Reason: With out a COPYING file the program will not build with autotools.

PS: Of course you know there are certain benefits of Open Source 
projects (also in commercial environments, e.g. when cross enterprise 
cooperation comes into sight).
