gep announce mass subscription

Members of the lists desktop-devel-list, gnome-hackers, and
gtk-devel-list have been mass subscribed to the gep-announce mailing
list. This list is a moderated announcements-only list for notices of
new "GNOME Enhancement Proposals" and resolutions of existing
proposals - please see http://developer.gnome.org/gep/gep-0.html for a
description of a GEP. GEP is an experimental process that we are
trying out for public consideration of big new GNOME and GTK+
developments.
