No, I would not expect different shell rc files to be executed
based on who logged in. Xsession executes in a given shell
context with which the user's shell rc files may not be compatible.
Since Xsession sources the profile files to gain shell variable
settings you can't expect Xsession to be compatible with all the 
various different shell syntaxes. It is difficult enough to debug
user .profile mistakes when those cause Xsession to crash.
