I'd like to add a short note:
login.conf provides a consistent way of setting a user's environment
without having to hassle with all the different shell scripts
(/etc/profile, /etc/csh.login, ..) and e.g. .xsession / .xinitrc.
Apart from handling limits, most prominently PATH & LC_*/LANG
are set by login.conf -- all of which gdm tries to provide, too,
resulting in a conflict on what the user expects/gets.

In the long run, I'd like to see gdm offering the choice of
whether to prefer gdm-provided settings or login.conf (on systems
offering login.conf) instead of having a hardwired selection.
Maybe by offering another option in the GUI?
