key "ownership"

Hi,

I've a "naive user" question about key ownership: let's assume some
shared configuration (like an ISP phone number/user/password) is
stored in GConf. Is is possible to limit the capability to modify
these keys on a per-application basis ? (for instance, avery program
can read them, but only a network configurator can alter their value)

I guess it could be possible by using file permissions and setuid
applications, but it is a bit cumbersome, isn't it ?
