adding gconfd permission check to sanity check



Hi,

I had many bug reports about people who tried to run GNOME applications
as root, using a simple 'su' go gain root privilege who can no longer
use GConf correctly => this is caused by GConf daemon which was run with
root permission but with HOME=user_home. Therefore, .gconfd directory is
owned by root and users can no longer have a working gconf when logging
as simple user..

I think a check to .gconf and .gconfd permission/owner should be added
to sanity check ..
