This file gets removed in maintainer-clean-local, yet it doesn't appear
to be a generated file. Should this happen?

Otherwise, after a make 'maintainer-clean', you have to 'cvs update
doc/gconf/gconf-decl.txt' (which could be a pain if you're off-line).
