OK... I took a look.

HAL-0.2.98 does *not* contain hal-storage.pc.

So...,  Update to HAL-0.4.7.

BTW,  YDL-4.0.1, the OS I am running on a PPC, is a Fedora 2 clone. So
there are no real issues that I have encountered  running 

* HAL-0.4.7
* dbus-0.22 or dbus-0.23
* udev-024
