I downloaded the package from ijg.org, and ended up making it work by
configuring like this:

./configure --enable-shared --enable-static

The tiff and png checks were before jpeg, and it's been about a week
since I installed those. I don't remeber having to
--enable-shared/static though, and didn't make any notes on it.
Perhaps the ./configure on those automaticly does shared/static.
