Garnome 2.13.3, tango-icon-theme needs ImageMagick

I'm compiling Garnome 2.13.3 on a Debian Sid distribution. Configuring
tango-icon-theme fails because it does not find ImageMagick. I have the
last Debian package installed, but no ImageMagick.pc file. This prevents
gnome-themes to be compiled.
Should I install ImageMagick in the Garnome hierarchy, from scratch?
