garnome-2.10.1: broken Application menu

The main applications menu, "Applications" is broken. A left mouse
button click causes the menu to briefly appear and then then vanish. The
other two deafult menus in the top panel, "Places" and "Desktop", work
just fine.
This behavior is seen using a new user account that initially has no
GNOME dot files.
Thoughts???
