IMHO gnome-config is GTK1.x (Gnome 1.x) related thing, so you won't find it in
Garnome, as it is Gnome 2.x based and uses GTK2.x libraries. In Gnome 2.x,
pkgconfig is used.

Perhaps you need Perl-Gtk2? But the application you wanted to build originally
(which needs Perl-Gtk) must have support for gtk2.

Or you need old gtk1.x libraries and tools. There's no such thing in late
Garnome, you would have to download them separately and/or build from
sources.

Anyway, you must check the application, why it does need Perl-Gtk.
